RFB – SRPC’s Sunrise Lake Culvert Modification and Stormwater Control Project

The Strafford Regional Planning Commission (SRPC) invites interested contractors to submit proposals for the construction of a culvert modification and a stormwater control measure adjacent to Lakeshore Drive, Middleton, NH.
The project includes:
- A culvert improvement at an unnamed perennial Tier 1 stream crossing that runs across Lake Shore Drive and has an outfall that leads into Sunrise Lake. Approximately 64 linear feet of the existing 24″ CMP culvert will be removed, with only 16 linear feet being replaced. The remaining 48 linear feet will be daylighted in a natural channel with native plantings to simulate a natural stream.
- Construction of a rain garden and an associated 4-foot-wide riprap swale.
One (1) original bid must be submitted in a sealed envelope, plainly marked:

Q1: Would you be available anytime next week for a site visit?
A1: We will provide a contact name and number.
Q2: Material Staging & Responsibilities: The bid documents note that SRPC and project partners will be responsible for obtaining and staging construction materials. Can you confirm that this includes culvert pipe, stone, riprap, and rain garden media, and that Boulder Creek’s scope is limited to equipment, labor, installation, and site execution?
A2. Correct.
Q3. Site Access & Constraints: Are there any known access limitations, staging restrictions, or seasonal considerations at the site that bidders should account for beyond what is shown on the plans?
A3: There are no access limitations; however, there are seasonal considerations. The beach area is extensively used after Memorial Day. Our goal would be to conduct the work in the spring and have everything wrapped up prior to June 1st. We don’t want staging materials in the parking lot into the summer.
Q4:Â Stormwater Components
For the base bid, we understand Rain Garden #1 and the associated 4’ riprap swale are required, with Rain Gardens #2 and #3 being optional add-alternates. Please confirm if SRPC has a funding preference or priority for these add-alternate items.
A4:Â Rain Garden #2 would be the higher priority.
Q5:Â Inspection & Oversight Expectations: Will SRPC or the project engineer be present on site daily during construction, or should the contractor plan for periodic inspections only?
A5: The project engineer will be present for key milestones (e.g., pre-construction meeting, etc.) and the town’s highway supervisor will be available on a more day-to-day basis.
Q6: Bid Evaluation Criteria: In addition to total cost, are there specific factors (such as experience with similar environmental or culvert daylighting projects) that SRPC intends to weigh heavily during bid evaluation?
A6: Yes, the statement of experience form in the bid package, which includes past experience of similar projects and references, will be taken into consideration when making a decision.
Q7: Regarding question #1 below, which you answered correct, he would like to confirm that SRPC and project partners will be providing the materials as stated.
A7: Yes, we intend to provide all materials for the installation; however, if the Town cannot procure certain items, we will work with the selected contractor to obtain them.
Q8: Will there be a bond required?
A8: To the best of my knowledge, a bond will not be required.
Q9: We and all bidders would need a specific list of supplied material to be accurate with a price.
The alternative would be a labor and equipment ONLY. Please clarify in your addendum.
Q9: Just provide labor and equipment only for now.
Final Results
A contractor has been selected and we are in the negotiation process. We will provide an update when more information is available.
