New Hampshire Legislative Toolkit
The Legislative Toolkit summarizes Planning, Zoning, and Housing bills passed in the New Hampshire legislature in 2025. These high-level summaries include descriptions of each bill, the effective dates, and any actions needed to be taken by municipalities. The intent of this document is to help municipal leaders, staff, and land use boards navigate the many bills and track which ones will require further action on behalf of municipalities.

- August 18, 2025 – Original upload
- August 21, 2025 – Edits to HB 577 (relative to ADU’s) to clarify that the total living space of an ADU shall not exceed 950 square feet unless otherwise authorized by the municipality.
- November 13, 2025: Edits to HB 1567 (relative to home based child care) to clarify that family and group family child care programs must be permitted as an accessory use to any primary residential use by right or by conditional use permit under local zoning and planning regulations.
